The governing body of Galar, influenced by the Galaran Emissary. The cabinet believed it was in the best interests of interplanetary relations with Earth to clear Colonel Cameron Mitchell of the murder of Dr. Reya Varrick, despite the fact that, in his mind's eye, he clearly recalled committing the atrocity.
After successfully pulling him out of jail, the Emissary went a stepped forward to convince the counsel not to revoke his diplomatic status as well.
