COUNCIL OF ELDERS, M7G-677
A consortium of the eldest members from each of the twelve villages on M7G-677 (also known as the "24s"). Each council operates individually within each village. In the event of a coup, council members have been known to consult members from other villages (even in secrecy) prior to taking action.

Childhood's End - In his conversations with Sheppard, Keras mentions that he is the oldest of the "24s" and presides over the Council of Elders in his village.
