A feuding, technologically sophisticated people who inhabit planet P4M-328. They are lead by a viceroy, who is advised by chancellors. During SG-1's visit, a major point of controversy was the viceroy's attempt to separate the governing council from the Circle of Heavens.
The majority of the citizens are on the Viceroy's side, but there are radical religious sects, simply called "rebels." They have had strings of successes against the council and its members in the past, creating strain within both the political framework and the society as a whole.
The viceroy has been known to sacrifice hostages rather than yield to political demands.
