President Hank Landry's Chief of Staff in an alternate reality. After an alternate Samantha Carter managed to avert an Ori invasion, Landry ordered Charlie to have the colonel followed to ensure she wouldn't try to escape back to her original reality.
When she attempted to leave, he was sent to apprehend her, gagging her and beaming her aboard the Prometheus, known in this alternate universe as Air Force One.
