United States Senator, Fisher is chairman of the Senate Appropriations Committee, responsible for allocating the budget and expenditures for the Stargate project. He listened to the testimonies of General Hank Landry, Dr. Daniel Jackson, Teal'c, and Vala Mal Doran when they came to Washington to discuss a 70 percent budget cut imposed by the committee.

Senator Fisher believed Vala and Daniel's experience with the Ori through the Ancient long-range communication device may have been a complete hallucination, as they never physically left Stargate Command. Despite the fact that Priors have started to appear all over the galaxy he observed that it is expected that religious groups would try and vie for power after the defeat of the Goa'uld. With the international community's new emphasis on the importance of the Atlantis base in the Pegasus Galaxy and the potential for the discovery of Ancient technology there, he decided to allocate more funds to that endeavor.

As a result of the committee's decision, the S.G.C. was forced to turn to the international community to secure a sufficient operating budget -- putting the program and its various aspects more fully under the purview of the International Oversight Advisory.
