Half-human, half-Serrakin from the planet Hebridan, and president of the major corporate conglomerate Tech Con Group. Among Hagan's many public duties is to welcome participants entering the Loop of Kon Garat race, and to oversee the investigations of those in his ranks.
Hagan was aware of the possibility that Del Tynan, a Tech Con administrator, had been conducting illegal operations. But he could not be certain until Tynan exposed himself as sabotaging the 59th Loop of Kon Garat competition. Hagan fired him from the corporation.
Hagan provided Earth with an ion drive to study in exchange for bringing a Stargate to Hebridan, opening their world to gate travel.
