Sheriff of Silver Creek Park. Stokes was accustomed to hunters pursuing game in his woods, and did not share General Hank Landry's concerns when, during hunting season, an unusual wild animal killed a hunter.

Stokes's attitude later changed when a second maimed body was discovered a mile north of Silver Creek Junction. Stokes failed to question a Trust operative that Colonel Cameron Mitchell discovered in his woods, the man later taken into custody by the Air Force. Soon afterwards the sheriff himself was killed by a rabid wild animal, genetically manipulated by an Extradimensional parasite.
