Governing body for the Galaran military. This group saw a tactical advantage in the Galaran memory technology, which could be used to train soldiers at an accelerated rate.

The Galaran memory project was governed by a small group of scientists who continued to stonewall the military's efforts for such a purpose, believing the technology's ramifications could be far more peaceful for Galaran society.
