Former agent alongside Burke and Jack O'Neill, as well as a close friend. Burke shot and killed Woods after he realized that the man was working with the enemy, sending a rogue transmission for the other side to reign down upon them. After the incident, Burke never told Woods' wife, Cindy, the truth that her husband had been a traitor. Not only would it destroy her mentally, but financially as well, as Woods had been a month away from retirement and receiving his pension.

The incident was ruled a friendly fire accident, and nearly ruined Burke's career. He later confessed the true story to O'Neill, who offered to help him get a better assignment.
