Trust operative who reported directly to Athena. Her personal aid, Devon operated much like a secretary, but also took part in missions. He single-handedly retrieved Vala Mal Doran from the Il Fiore Bianco restaurant, using a syringe to render her unconscious.

Devon later maintained a dialogue with Athena regarding Vala's whereabouts after she escaped Trust confinement. He likely arranged Vala's pickup at a police depot by Trust operatives, posing as Air Force officers, but the attempt only lead to their deaths.
