Major in the United State Air Force and highest ranking officer at Cheyenne Mountain while it was a Titan missile testing facility in the year 1969. After SG-1 inexplicably showed up inside his secure facility Thornbird interrogated Jack O'Neill -- who swore his dog tags were lying about his name --before handing him over to the C.I.A.
