Professor at the United States Air Force Academy. Monroe once taught Samantha Carter as a student, and since then has followed her career with great interest. More recently he instructed Jennifer Hailey, a young prodigy, but found her difficult to instruct. He debated alternate dimension theory with her, learning that she was almost positive various universes occasionally overlap.
