A device of Goa'uld design. It was used by Pelops on the planet Argos to control the nanites that caused the Argosians to live their lives at a greatly accelerated rate.
When the people's conversations with a rapidly aging Jack O'Neill caused them to lose faith with their god they pulled down the temple statue and the device was found hidden inside, broken when the statue fell.
