Ambassador of the Andari Federation to the nation of Kelowna on Langara, Noor was present at the Kelownan Stargate facility to ensure that her nation did not fall prey to the occupying forces of the Goa'uld Anubis. Dedicated to the interests of her nation, she was extremely offended when she discovered that the rival nation of Terrania stole a supply of naquadria and delivered it into the hands of the enemy. She is amazed at the presence of the Stargate and the Tau'ri which, until now, her country never knew existed.

With the defeat of the Goa'uld and the formation of a tenuous new alliance between Kelowna, Terrania and the Andari Federation, the three governments formed a Joint Ruling Council.
