Ambassador of the Andari Federation to the nation of Kelowna on the planet Langara, Noor was present at the Kelownan Stargate facility to ensure that her nation did not fall prey to the occupying forces of the Goa'uld Anubis. Dedicated to the interests of her nation, she was extremely offended when she discovered that the rival nation of Terrania stole a supply of naquadria and delivered it into the hands of the enemy.
She was amazed at the presence of the Stargate and the Tau'ri which, until then, her country never knew existed. With the defeat of the Goa'uld and the formation of a tenuous new alliance between Terrania and the Andari Federation, the governments formed a Joint Ruling Council.
